President’s Message My thanks go out to those who attended and aided in preparing for the Joint Engineers Week Activities. It takes may hours of dedicated service to bring something this large to fruition. The many volunteers involved deserve a great deal of thanks for their selfless service. Perhaps you saw the billboard on the loop proclaiming Engineers Week. This is just one of the ways the goal of Engineers Week was achieved. For those of you who may have wondered what the goal is, it is to inform high school students of the opportunities in the field of engineering. Informing young people of the career choices available ensures a bright future for engineering and all other technical fields. This month we have a very interesting and much asked about topic. Mike Ray of the Trane Company will be presenting a program on indoor air quality and ASHRAE standard 62. The impact of proper air quality is much on the minds of building owners. Poor IAQ costs tremendous amounts in low or poor production, absenteeism, and employee dissatisfaction. This will be a very informative and useful meeting. We will be meeting at Tyler Junior College in the Rodgers Student Center. With students attending, make it your goal to meet them and make them welcome. The meeting was call to order at 5:20 PM with Steve Chen, Steve Hancock, Tom Kennedy, Dan Pierce, Mike Wendt, Bill Stiles, Robert Helt, Gene Branum, Kirby Bicknell, Joe Hague and Russ Cude present. Minutes from last meetings as published in the September issue of the SlipStick were approved. Bill Stiles made a motion to contribute to the Joint Engineers Banquet an amount of $100.00 which was the same as in past years. The motion was approved. History Chairman Joe Hague reported that he continues updating the History Book. He also talked about the decision to recognize one of our local members at the National Engineers Week for the long time service to ASHRAE. He has prepared a certificate and an article for the Newspaper. Steve Hancock reported that Slipstick was late due to getting the info late and needs to get it one week after the meeting. He has no responses for electronic distribution other than Trane employees. Mike Wendt reported he has 150 YTD points for Refrigeration. Kirby Bicknell reported that as of 1/3/97 there are 3 members and 9 students that have not paid, 3 new members, 1 cancellation, 1 transfer. Welcome letters came for Russ Cuss and Shahed Mustafa. Russ Cude reported that newspaper articles are still being printed. Tom Kennedy mailed Research Promotion letters today. He has $235 in contributions so far. Robert Helt reported that the ASHRAE files at Trane were cleaned up. He reminded us of the CRC in April at Corpus Christi and the next local meetings. Gene Branum reported that there are no application guidelines for scholarship. Steve Chen, Bill Stiles and Gene Branum volunteered to establish this guidelines and this was approved. Dan Pierce made a motion to have a booth at the Joint Engineers Week. It was passed. Bill Stiles, Steve Chen and Joe Hague volunteered to coordinate the booth set-up. BOG Meeting adjourned at 6:00 PM. General meeting started at 7:00 PM with the introduction of speaker James McClure. He gave an interesting talk about the Master Planing of mechanical, electrical, pluming and technology systems for Schools. Attendance was 17 members and 9 students.

Our chapter recently honored Charles A. Dubberley, P. E. for his long, outstanding service to the chapter and ASHRAE. The presentation was made during the 36th annual Joint Engineers Banquet, Friday, February 21, at Tyler Junior College. Dubberley graduated with a BS in Mechanical Engineering from Auburn University in 1942 and immediately entered the Ordinance Corps, of the US Army, serving in Europe during World War II. In 1946, after the close of the war, having earned the rank of Major, he returned to the U. S. and began his career with the General Electric Company. He began with the Engineering Program in Schenectady, New York and went on to complete the Creative Engineering Program in 1948. His first assignment, off program, was in the design of compressors for air-conditioning and refrigeration in Fort Wayne, Indiana. He continued in compressor design, moving to Bloomfield, New Jersey in 1952, where the predecessor of the current Climatuff ä compressor was developed.In 1956, he moved to the new GE plant in Tyler, Texas where he performed various assignments in engineering, mostly involving the compressor, until his retirement from The Trane Company in 1985. (Trane had acquired the GE, Central Air-Conditioning Business, including the Tyler plant, in 1982). Dubberley joined the American Society of Refrigeration Engineers, one of the parent societies of the present ASHRAE, in 1954. This began a long and impressive service to ASHRAE which he continues in his retirement. Contributions to ASHRAE include Chapter offices, including chapter president and a number of committees, long time membership on TC1.9, contribution to Std 20-60 as well as many others. He was instrumental in the formation of the East Texas Chapter, of which he is a charter member. In 1975 he was honored by his Society by becoming the second chapter member to be elevated to the grade of Fellow. In 1988, he became a Life Member in ASHRAE. He also holds Life Membership in ASME, TSPE and NSPE.
Current ASHRAE president, Jim Hill, and Region 8 Director and Chairman, Leo Stambaough, visited with the East Texas Chapter Board of Governors on February 12, 1997. Over lunch, various local and national ASHRAE concerns were discussed. Prominent among these were apparent conflicts between ASHRAE stds 62 and 90, and between these ASHRAE standards and the DOE NAECA process. Other issues discussed included the poor local participation of Carrier, the availability of standards at no charge from the ASHRAE web site, and the CRC to be held in Corpus Christi on April 24-26. After lunch Jim and Leo took a tour of the Trane lab and factory.
